Jesse Hagan was born and raised in Owensboro, Kentucky. After attending Heritage Christian School for elementary and middle school, he attended high school at Majesty Christian Academy, where he graduated in 2013. A nontraditional student, Jesse worked as an industrial chrome plater at Hausner Hard Chrome in Owensboro prior to attending college.

In 2016, Jesse enrolled at Owensboro Community and Technical College, gaining his Associate's degree in 2018. He then transferred to Western Kentucky University to finish his Bachelor's degree. While enrolled at WKU, he worked full-time as an electrician so he could marry the love of his life, Abigail. Jesse graduated from WKU with a Bachelors degree in History in 2020.

Following graduation, the couple decided Jesse should accept an offer to study law at the University of Louisville Louis D. Brandeis School of Law. While in his first semester of law school, Jesse and Abigail had their first baby, a daughter named Ellie Jane. Jesse was very involved in student life. He was Secretary of the Federalist Society, Editor-in-Chief of the Journal of Law and Education, Vice-President of the Christian Legal Society, and was selected to be a Fellow of the Ordered Liberty Fellowship, founded and run by Professor Luke Milligan and Judge Justin Walker of the United States Court of Appeals of the D.C. Circuit.

While in law school, Jesse had an opportunity to work with many extremely skilled attorneys at the Office of the Attorney General of Kentucky under Daniel Cameron's administration, work closely with council-members as a legal extern at Louisville Metro Council, and gain valuable legal experience while employed at the Jefferson County Attorney's Office.

After graduating in 2023, Jesse and his family, including the couple's new son Landry, have returned to their hometown of Owensboro, Kentucky to join the law firm of Foreman Watson Holtrey, LLP. Jesse plans to spend the next couple years of his legal practice working under the supervision of managing partner Travis Holtrey and partner Tyler Johnson as he hones his legal skills. At the same time, Jesse will begin establishing his own client base as he continues to develop as a young lawyer serving Owensboro and the surrounding counties. Jesse and his family look forward to working and living alongside the community they love in the coming years.
